Title: Current Hot Topics for Public Health Physicians

Public Health Law and the Ten Essential Services ** 1 PM to 3 PM
Discussion of Important Public Health Issues 3 PM to 5 PM

The Institute of Medicine "The Future of Public Health" defined the functions of Government in Public Health as being Assessment, Policy Development and Assurance. The Ten Essential Services of Public Health further defined how public health serves  http://www.apha.org/ppp/science/10ES.htm

 This session will include a discussion of whether the Ten Essential Services of Public Health are consistent with the legal basis for state and local public health authority. Two public health law experts - Edward P. Richards JD MPH and Larry Gostin JD LLD will discuss this issue with a reaction and comments by experienced local and state public health physicians. Dr. Gostin is Co-Director of the Georgetown/Johns Hopkins Program on Law and author of the book, Public Health Law: Power, Duty, Restraint http://www.ucpress.edu/books/pages/9186.html and Professor Richards is Director of The Center for Public Health Law at the University of Missouri Kansas City School of Law http://www.umkc.edu/cphl and co-author of Medical Care Law, Aspen (1999).

    **This session has been planned and implemented in accordance with the Essential Areas and Policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint sponsorship of the American College of Preventive Medicine (ACPM). ACPM is accredited by the ACCME to provide continuing medical education for physicians. This session is approved for 2 AMA/PRA Category 1 CME credits.
  
The second part of the program (3 PM to 5 PM) will focus on current issues of high importance to public health physicians and may be the basis for resolutions submitted to the AMA House of Delegates by AAPHP. Item 2) Submitted by Jonathon Weisbuch:
Please inform our membership that the state health officer position in Oklahoma is open. The Chair of the State Board of Health, Dr. Jay Gregory (email address above) has asked me to help identify appropriate candidates.  I have not seen a job description, but assume the Board (the hiring authority) is looking for a physician with at least 5 years of state and local experience, professional training in public health, and an interest in tackling what will probably be a difficult but very interesting position.
Dr. Gregory will probably be seeking a professional search firm to do the actual search, but I am sure that many of our members would be well qualified for this great opportunity. If they contact Dr. Gregory, their names will be given to the search firm. Oklahoma is one of the last states to preserve the State Board of Health as a buffer between the department of health and the political machinations of the Legislature and the Governor's office. I also believe that the salary will probably be negotiable in a range commensurate with experience and salaries of physicians in the state.

The SG's new Oral Health report is available on the Web as executive summary, full Acrobat text, or print ordering information at http://www.nidcr.nih.gov/sgr/oralhealth.htm  This is MUCH more user-friendly than the chapter-by-chapter Web format that they used for last year's Mental Health report (of which I'm STILL trying to figure out how to get an affordable, convenient copy).
